Is there a mod or console command to make stamina levels not increase carry weight?
I couldn't find one after an admittedly light search, so I figured I'd try here. If there's an ini edit, that would work too.

no idea why you want that, but you can indeed manipulate the carryweight with console:
"player.modav carryweight -20"
indeed set the -Number to what you want it suck out again from your overall carryweight
