Windstad Manor not Appearing

Okay I'm trying to get all the achievements for Skyrim and ran into a little problem on the way. When trying to build Winstad Manor, it just will not appear at all. I have searched online and it does seem to be a common problem with various differences here and there. I have come across many supposed fixes that have worked for others but as you can tell by this post it didn't for me. I came across many that say some mods may interfere with the spawn for the house and thus make it not appear and ubsubscribing from them and reloading would fix it, however I wouldn't know how to identify the mods that may do this in my subscription list (one mentioned Birds and Flocks but that didn't work).

I discovered this issue a little too late according to some as reloading to a save before you even discovered the house and unsubbing from mods that effect the spawn can be a fix -- but that save is a fair bit back and I would lose a lot of stuff and the risk reward isn't worth it in my eyes.

If anyone knows a potential fix or a work-around on how to get this achievement with my current situation, I'd greatly appreciate it!

I have run across that issue several of times the only way I have manage to solve it is to load one older save, and before you enter the Jarl house.
Yea I know that it can be one pain, you may lose several of hours.
So I do now.
1 Make one hard save before I go and get any of the housed from Heartfire.
2 Go and start the house right avay, no other running around.
3 Check that it do appear, if not, close the game restart the PC and try again.

But you should first make sure that your mods are loaded in correct order, that you have all patches and stuff.

So potentially because I have already built the other 2, I can make a hardsave and keep it safe, load a far back save and rebuild the same house? Would that count as the 3rd house or does it have to be all 3 different houses in 1 save? Because all I'm after is the achievement.
