However, it works in the options menus, quest menus, and the mouse still works to look around.

I'm certain I haven't remapped it or anything like that.

I have OSA, OSEX, Skyui, SKSE, FNIS, SOS, and CBBE.

When last I played the game, it crashed whilst using the OSEX mod, the mouse click worked properly up until that point.

Tried: Reloading game, playing without mods.

I was at the magic college, just completed the Eye of Magnus quest. One of the magicians tested a spell on me that failed and turned my screen green. Used the mod to pass the time but it crashed the game.

I feel like that's a pos animationglitch, have tried activating some like a chair, or tanning rack? Also did you run your FNIS? Got any errors or warnings?

Oh yes, apologies - also have SOS and CBBE installed.

FNIS gave me no warnings :/

Okay, i never used osex, aparently their framework does not require a custom skeleton for the animations. This is not something i usually see, sexalb engines and any other animations you install will not even work without one.
You'll also need NetImmerse Override: https://www.nexusmods.com/skyrim/mods/37481?tab=description
It says that on Osex page under requirements.
When you said "Used the mod to pass the time but it crashed the game" what do you mean, did you not just wait an 1h so the spell effect would clear?
Make your load order:
NetImmerse Override
Skyui
SOS
SOS addon
SOS Shop
Better Free Cam
FNIS
OSA Framework
OSEX
Better Free Cam

If your camera get stuck or you can't do action like attack or cast spell, enter the free camera mode (not the stopped) and try to do those action while in free camera, also activate chair and thing that have animetions, this might solve, if not you can just reload a save.
Your game shouldn't be crashing with such a small loadout

None of that worked :/ In addition Netimmerse did not appear in my load order???

Be more specif, what's is still not working? you still can't interact/attack even after reloading previous save? Also Netimmersive doesn't actually have a plugin, my bad. I can't really tell what's wrong, sometimes removing mods and installing more stuff mid playthrough can break things and require a clean save, if you rerun FNIS and still can't get your game to work i would recomend a reading or watching a tutorial on how to set up SKSE, organizer, FNIS, and so on, might not be the case you're setting someting wrong but you might find something you didn't know.
Also I still thing you should install xp32 maximun skeleton and physics extensions regardless of osex not asking you on their page

I can still not attack or select items even when reloading a much older save. Playing the game with all mods turned off does not solve. Reruning FNIS does not solve.

Even skyrim vanilla? I have 350 mods and i only had a camera problem once that it quickly solved by activating something.
If you're going to do a clean install, install the unofficial patch (If your skyrim is not the legendary edition then you'll to install the older version) This fixes a TON of bugs skyrim has, don't know why you'd not want this.
You're pretty much running your game pure vanilla, with a sex framework installed in, not even a hair mod installed, no textures, no overhauls no nothing, race menu or ECE is a must have in 2018. I also recommend a alternate start, customizable camera + enhanced camera.
There countless mods to improved your experience, i can't even count them. Check someone else's mod list or youtube video featuring mods

The Better Free Camera mod might be buggy. I looked through the posts for that mod on the Nexus and someone else had the same issue. I've had this issue after using the freeflyin camera (tfc 1 in the console) but loading an alternate save has always fixed it for me.
