You can't become guild master without unlocking all the shop stalls. This happens long before the safe appears - that's irrelevant to the issue.
1. Accept Radiant Jobs
• Speak to Vex and Delvin Mallory in the Ragged Flagon to accept small jobs like:
• Burglary
• Shill
• Sweep
• Fishing
• Numbers
• Bedlam
• These jobs will send you to various cities, including Winterhold.
2. Unlock Winterhold Jobs
• By default, most Thieves Guild jobs focus on the major holds (Whiterun, Solitude, Markarth, Windhelm, and Riften). However, Winterhold is one of the minor holds you can work in.
• To consistently get jobs in Winterhold, you may need to decline or quit jobs set in other cities until you are assigned one there. Save your game before accepting a job so you can reload if it isn’t for Winterhold.
3. Strengthening the Guild’s Influence
• Completing multiple radiant quests in Winterhold will lead to a special quest (once you’ve done five in that city).
• Completing this special quest establishes the Thieves Guild’s influence in Winterhold, giving you additional benefits and making it part of the Guild’s network.
1. Save Before Accepting Jobs
• Before talking to Vex or Delvin, save your game. If they assign a job for a city other than Winterhold, you can reload and try again.
2. Decline Jobs in Other Cities
• If you accept a job that targets a city you don’t want (e.g., Whiterun or Solitude), immediately talk to Vex or Delvin again to quit the job. Then request another job until Winterhold is selected.
Note: You can quit as many jobs as needed without penalties.
3. Prioritize Cities
• Cities where you’ve already completed the special Thieves Guild quest (after doing 5 jobs) are less likely to be chosen. Focus on Winterhold to get its special quest done sooner.
4. Stick with Specific Job Types
• Certain job types might feel easier to manipulate. For example:
• Fishing Jobs (pickpocketing) or Bedlam Jobs (stealing random items) are often faster to retry than others.
• Avoid complex jobs like Numbers or Heist if you want quicker resets.
5. Travel to Winterhold Before Requesting Jobs
• While this isn’t confirmed to increase odds, being near or in Winterhold when you request a job could make the game more likely to send you there.
6. Complete Winterhold Jobs Quickly
• As soon as you get a Winterhold job, complete it immediately and return to Delvin or Vex to grab another one. The quicker you cycle through quests, the faster you’ll hit the five-job requirement for Winterhold.
Once you’ve done five jobs in Winterhold, Delvin will assign you the special job “The Bedlam Job” to solidify the Thieves Guild’s influence there. Then you get the arcane enchanter

• An arcane enchanter becomes available in the Ragged Flagon, which is particularly helpful for enchanting or disenchanting items directly in the guild’s base.
2. Soul Gem Merchant:
• A new merchant is added who specializes in soul gems, providing access to filled and empty gems, which are essential for enchanting and recharging enchanted items.
