Strange green/blue (rainbow)- effect on textures
Okay, so I'm already completely desperate and don't know if there's any kind of fix for my problem, but hey let's try it.

Okay, starting off, what's my problem?

The problem is, everytime I move my camera, some textures get a shimmering blue/green effect on it. It can be seen basically on any texture at the very rim of the texture. It looks like it gets "dragged away" from the texture when I move my camera. So I already noticed this at the end of my last playthrough, before it started to have the T-Character pose, instability and crashes. It came to my notice while walking through the snowy region around Winterhold and first I thought that it could maybe be an effect from a Spell or any kind of drink I had taken before (Ingame ofc), but unfortunately that wasn't the case. Therefore because my game seemed to be broken again (For the third time now!), I decided to give re-modding it another shot, taking even more care than previously. First I uninstalled skyrim via Steam and also removed NMM, which I used for modding Skyrim, from my computer entirely, tracking down all the leftovers Skyrim and NMM left on my PC including all mods and sort of text or ini files. After I was sure that I removed everything that could have possibly interferred with my fresh install of Skyrim, I re-downloaded it from Steam and started modding from the very beginning. Everything seemed to work just fine. Well, technically fine until I installed immersive College of Winterhold and teleported myself to Winterhold to check the new looks of the College. While walking through the snowy region of Winterhold I noticed this strange shimmering effect which I described earlier. So I thought, that this may be a problem with RLO and/or expanded Cities which I installed before aswell. So i deactivated everything which could possibly be messing around with lightning effects and so on only to see that it wont change a thing. Man this is frustrating, another 4 hours wasted. Later I repeated the re-installation process once again, deciding on only installing Alternate Start to skip the entering Scene. It didn't change a thing. Once again, I re-downloaded everything after uninstalling it and tried the pure vanilla version of the game. All DLC's, uncluding High Res Pack (I tried the Unofficial High res patch earlier), to see this problem still persisted. Now, I was getting mad. Like really mad, throwing my Headset on my bed nearly destroying it by that action (no kidding). Removing the High-Res Pack, leaving me with Skyrims absolute potatoe graphics didn't change a thing. This glitch, or whatever you should call it, kept on shimmering on my display. I even went through the whole intro sequence just to see if this problem was present in all of Skyrim. The answer was yes. Everywhere I looked and moved my camera, it started to shimmer. ♥♥♥♥♥♥♥♥♥, it's so ♥♥♥♥♥♥ annoying, and it can't be any type of Z-Fighting as there are no graphicsmods installed at all.

I already did a post on the Nexusmods Forum but it doesn't get much (ctually no) attention at all, as I didn't find anythiong online aswell after some very exhausting hours of researching, messing with the Nvidia Control Panel settings, playing around with Anti-Aliasing and Stuff aswell as with blur and DOF in Skyrimprefs.ini. Nothing, really nothing changed. V-Sync neither.

I do appreciate any kind of help... maybe someone already this issue and can tell me about how he dealt with it?
