Skyrim LE activation key already in use [Physical copy]

So, long story short, I wanted to buy Oldrim so I could have the full modding experience of Skyrim (with SKSE64 not being finished yet), but instead of spending 45€ on the game + all DLCs I decided to get the Legendary Edition. As it wasn't available on Steam anymore (for whatever reason) I bought it on Amazon for 15€, completely new, not yet used. Installed it today but it only installed the base game. I found out that i had to activate the game first, but upon entering the activation key Steam told me that it is already in use. After letting Steam send an email to the account that supposedly owns the game already I didn't receive any email.
So is it safe to say that i got scammed or is this a way of Steam telling me that the key doesn't work? Anyhow, what should I do? I really don't want to spend more money on buying the base game + all DLCs seperately...

Strange, it shows you own the base game and Dawnguard, but not the other DLC. Are there any other codes in the box?

Also, what seller on Amazon did you buy it from? If it was directly from Amazon or "Fulfilled by Amazon", then it's unlikely they sold you a bad copy.

Well, to be honest, I bought the base Skyrim and the Dawnguard DLC earlier, as it was the only DLC I really liked, stupidly ignoring the fact that some mods will need all DLCs to work. After finding this out I decided to get LE, as a friend suggested it to me (legendary perks) and it was cheaper than buying the extra two DLCs. And the seller is not Amazon or any big, popular company nor does he seem to be "fulfilled by Amazon", so I guess thats stupid on my part.

Hmm. I'd say see if you can work with Amazon's support. Sounds like you got burned.

Do keep an eye on https://isthereanydeal.com/ - it shows prices from a bunch of legit key sites. The LE was pretty cheap for a while, so it's likely it'll go down to $15 or even below sometime.
