i don't have much game changing mods so i very much doubt its the cause of my conundrum
only with USLEEP. in vanilla skyrim it's not patched

Might be doing it wrong.
You remember to re-equip your alchemy gear after each drinking of the restoration potion?
Loop goes something like this:
equip alchemy gear > craft restoration potion > drink restoration potion > unequip alchemy gear and equip it again > craft another restoration potion repeat till your restoration potion shows absurd numbers.
the problem is that when the potion of enchantment wears off (30s), all the extra buff goes away like from 100% back to regular 25% enchantment

You sure its the potion of enchantment that wears off not the restoration one? As it also boosts the armor enchantments.
Also your fortify enchantment potion might not be strong enough to add enchantments above their intended values. Also use high level soul gems (black or grand souls obviously)
You need an Alchemy table and Enchanting table close to each other. Like very close. Not separated by stairs or in separate rooms like Proudspire or Honeyside, but in the same room, like Dragonsreach.
You need to be the only person in the house. This is incredibly important. NPCs idling at one or the other will slow you down and break the loop. Serana is the worst.
You need Fortify Alchemy gear (more than one item is better, but can slow down the process)
You need ingredients (lots of them) that make Fortify Restoration potions (lots of them)
You need ingredients to make Fortify Enchanting potions
You need unenchanted items
You need to have already learned the enchantments you intend to enchant onto items
You need soul gems with souls in them (grand with grand souls, or filled black gems, are preferred, but any will do)
Fortify Restoration potions last 60 seconds each.
Fortify Enchanting potions last 30 seconds each.
Neither of these will change.
1. Equip your Alchemy items
2. Make one potion of Fortify Restoration
3. Drink it
4. Remove your Alchemy items before 60 seconds has elapsed
repeat from Step 1 at least 20 times without stopping.
You should end up with several Fortify Restoration potions running at once. As one times out, another takes its place. It does take several loops of the process to get noticeable results, and they begin stacking.
I find it easier to dump all inventory aside from my Alchemy gear, so I don't have to scroll over anything to get to it. I can just hit each one in-turn, with minimal delay. Or set it as Favorited items, and only that.
Once your Fortify Restoration potions are showing 2000% or more, make one Fortify Enchanting potion for each piece of Fortify Alchemy gear you're wearing (if you intend to make that many, otherwise, just one potion).
Stand in front of the Enchanting table and drink the Fortify Enchanting potion BEFORE your Restoration potions wear off.
Enchant your item(s) with Fortify Alchemy and equip them.
Wait (Back button, or T) for 1 hour to let the Restoration potions wear off, then check to ensure your new gear's bonus is still active.
Be aware it will appear to be lower than what you were promised in the Enchanting menu, because your other potions are not inflating the estimate. What you see is the actual boost. Depending on how long you ran the loop, it could be fairly low (40%) or very high (120%).
Return to the Alchemy station with the gear still equipped and make more Restoration potions.
Drink one, toggle your gear off/on, make another Restoration potion, repeat.
When your Restoration potions are showing 5000% or more, make another Fortify Enchanting potion, and return to the Enchanting table, drink it, then enchant a new Fortify Alchemy item and equip it.
Wait (Back button or T) for 1 hour to let the Restoration potions time out, so you can see the actual boost your new gear will provide.
As long as the Restoration potions are still running, your Fortify Alchemy enchantment will not show what it really is (without the boosts being applied by the active potions). You have to let the old ones time out.
Usually the third item you enchant (if you only enchant one each time) is the keeper that will make super-strong potions, assuming you run each loop up into the 3-5K% range before stopping.
Once the Fortify Restoration potions multiply exponentially (40K for one, 180K for the next, etc), then you're hitting the super boost, and your Enchanted gear will be massive, and permanent. You can put the item away and save it for when you want to make more potions.
You can also store a few Fortify Enchanting potions that have big numbers.
