Looking for mini skirt mod for the cbbe mod

looking for a mod that adds a mini skirt that goes over armor like this

Unfortunately, Skyrim will not let you place something over armor currently being worn. However, if you search clothing mods on Nexus, you should be able to find a mod that has mini skirts pretty darn close to that - you just won't be able to wear it if you already have armor equipped.

ive seen some armors have multiable parts to it that layer over top of each others and they have a little shield icon next to them in skyui, i was hoping to find a mod that would do that

Yes, there are mods that give you clothing/armor as separate parts - just with the vanilla outfit it is not possible to overlay clothing onto armor.

But, there are so many mods that have clothing and armor available as separate parts, it would be impossible to list them. However, I know I have seen outfits that have skirts similar to the one you depicted - just that I am unable to think of the specific ones off the top of my head.

thats not possible because most full body armor overwrite the wraist slot and instantly unequip your skirt. and when they dont, you get ugly clipping.
best options is to wear some small items for your upper body or use a mod like "hmm what to wear"* which let you wear the base armor below and how the armor looks you can set yourself.

also the regulars section of LL has some nice skirts
