Ideal Dwarf Build.
For starters, this is asking about a Dwarf, ie think of Gimli and any other types of Dwarves, not the Dwemer from Elder Scrolls.

So, I want your thoughts/ideas. In terms of mods and without mods, how would you go about making a Dwarf? To get the obvious out of the way; two-handed weapons, heavy armor, smithing. Unless you want a character that's essentially Thorin Oakenshield, then one hand and shield.

Basically it's a warrior build, so health and stamina for stats.
Even for a dwarf you are going to need archery, to get rid of Dragons.
LockPicking to get into chests and open doors in dungeons.
Maybe avoid sneak and pickpocket though.
Avoid magic skills, since dwarfs tend to mistrust magic.

(and Dwarfs is as valid as Dwarves for the plural, historically both were used in stories)

2 handed combat, axe i guess.
Archery as backup, i would go for a crossbow as that fits the theme a bit better.
For roleplay purposes i would NOT go for dwarven armor as that looks nothing like the stuff it LOTR, something else. I guess a combo of different armors, some dawnguard pieces seem to fit Gimli's outfit a bit.

It's a little tight across the chest.

What I might do is swap between a battleaxe and a sword and shield. Definitely agree with the use of a crossbow.

In terms of armor, I would consider the Dawnguard set or maybe the Nordic Armor since look is something like Oakenshield might wear.

And in terms of race; without mod, I'm between the Nord or Wood Elf. Nords start off with high combat skills, but the Wood Elf is the shortest of the races, just would need to make him as buff as possible.

In oldrim there used to be mods that added new races into the game, and I believe I did see one years and years ago that added standard fantasy dwarves into the game. No idea if its still up or not. There used to be quite a lot of new race mods for you to choose from.
