And one file will ALWAYS come up as failed:
"1 file will always fail to validate. It is related to how Steam detects your graphic card configurations and does not have any negative effect to your game.
Steam can't check your graphic card configurations, because they are in use. This is not a problem, because that file should be managed by your own computer and settings any way."

Typically NEVER listen to anyone telling you to delete your game and reinstall. There's always a way to fix things. Unless you're dropping loose files into your game folder.
You're getting the INSTALL ONLY option because you ran the launcher through a Mod Manager most likely. You need to run the launcher from the game folder. Then it will detect your hardware settings, install direct X, and let you open settings. Once you've done that, just close the launcher. You can now use SKSE via your mod manager.
