Help with Legate Rikke

Alright so, I have a rather nasty problem with the Civil War quest line (Yes, I know it's really bugged by default), where after completing battle for Fort Amol, AND recieving the message quest Completed. But when returning to Legate Rikke he just screams "we're taking the city blaa blaa" to my face and nothing else happens. No quest update, no dialogue options, nothing.

I have tried the following:

• Reloading some earlier saves (Although not tried to load a save that was BEFORE I started the civil war, too tired atm)
  
• Killing her with console and resurecting.
  
• Waiting 30 days inside Breezehome.
  
• Clicking the cooking pot (Don't ask).
  
• Going all the way to solitude to ask "how goes the war" from General Tullius.
  
• Trying to progress the quest with console, which for some reason didn't work. Might've done it wrong.
  
• Travelling to Windhelm.
  
• Running LOOT just in case.

Just in case this could be caused by any mod issues, here's my load order:

I will be going off to bed as of posting this as the bug has drained all willpower out of me for the day. I will be checking this post in the morning, so if any one has any suggestions on how to resolve this issue, please share.

A comment I've heard is when your getting the quests from the commanders out in the field if the marker for getting the quest changes back to the commander. You have a bugged quest ... such that it won't lead onto the next quest properly. However that can only be avoided if you actually notice it and reload a save from before talking to them.

Did you try just hitting her once? It sometimes starts stuck quest moments. Just a thought.
