Is it? I never heard of that. That's some Oblivion crap right here.
So it works like, whenever I gained a level, its stat goes up as well?
tl;dr items scale in level when you find them, but they do not grow after that in strength, other than by increasing your skills like the coresponding weapon or armor type, and the enchantment skill.
Ah, now I know what you're talking about. I thought you were saying some sort of leveled gear like in Oblivion(Hatred's Soul and all that).
Well, I post this thread to see if this weird 'upgrade' for Ring of Namira was intended or bug. So, I can assume you know nothing about it by the looks of it.
He IS saying that. There's only a short list of items in Skyrim that work that way, though, and the Ring isn't on it.

I'd be inclined to check the ring with MFG Console, see if that turns anything up. It might not even be the original ring. Just drop it into the world and highlight it with the console open, see if anything unusual is displayed.

I checked USLEEP right away, and all it does was add 'Cloth' keyward to KYWD rows.
Original ring confirmed. What should I do next?
nothing. the ring is leveled to whatever level you were when you got it. just like i told you, and just like every item in the game. the wiki page that guy links to dosent say those are the ONLY items that are scaled to level, because their not. every item in the base game is scaled to level.
Personally I'd move onto a move thorough check - disable all mods, see if the ring remains affected. If it changes back to its base version, re-enabling half the list at a time should allow you to narrow it down to a specific mod fairly quickly.
If it remains weird even with no mods loaded, then I would have to guess that there's a script somehow altering the item. That'd be relatively difficult to track down, as many scripts, once started, are able to continue running even after their parent mods are removed.
If you haven't already, it'd be worth eating a few more corpses to see whether that alters the item further. If it does, then that'd confirm it's due to script action.
It'd also be worth checking other Daedric items you've obtained against the stats you see on UESP, as a mod which alters one is likely to alter others.
So what you're saying here is, someone created a completely redundant partial list of levelled items, for a game in which all items are supposed to be levelled?
Run that logic through your head a few times - I'm having a hard time getting it to fit in mine. Do you not find it odd that no other items have documented lists of stats-by-level?
why dont you take a look at the specific TES wiki you linked. that one is literally full of redundant pages, pages missing information, pages outright wrong, etc.
you couldnt have picked a worse wiki to take your information from. wanna see a quicker way to see that youre wrong? type coc qasmoke into the console and go check out the uniques chest, or the rings chest, wherever the hell that would be. and check out the 10 or so different versions of it.
