You don't seem to own old, original Skyrim (this game) on Steam. Are you actually trying to mod Skyrim Special Edition/Anniversary Edition? If so, you should repost in the Special Edition forums to avoid incorrect information. https://steamcommunity.com/app/489830/discussions/ You also probably should not have revived this thread as your topic is not identical.
Next, if you ARE trying to mod this version of the game, what Altbert says is correct. Workshop mods are no different than mods from anyplace else. The downsides of the workshop are all related to problems with the Steam interface. To avoid Workshop problems, we suggest detaching the mod files from the workshop and reinstalling them with the manager of your choice. The following guide gives details. Note: If you don't own a legitimate copy of Skyrim, Skyrim Special Edition/Anniversary Edition, or Skyrim VR no version of skse from any source will work correctly.

If you are trying to mod Special Edition/Anniversary, there is no Steam Workshop for that and you should not try to use mods from the old Skyrim Steam Workshop in Special Edition/Anniversary Edition. Again, if you have questions, repost in the Special Edition forum.
