That or the Soy Perks.
I know for a fact that Royal Bloodlines Perks are compatable with the major mod your using, Better Vampire. ( Im using RoyalB lines and highly recommend it over Soys)
I do not know if Soys Perks and True Vampire (dead non updated mod) are compatable.
Try to swap the mods.
Use Skyrims Savetool.exe to clean the broken scrips the old mod left.
You may have done too much damage to your game already via scripts so you might have to Restart your game if you are so incline to play as a Vampire.
Always do research on mods and try not to use mods that havent been updated withing a year.
That mod your using was made in 2012 and updated in... 2012.
its almost 2018
Edit: Some mods are Completed and therefor dont need ot be updated lol So check for that too.
