More info would be helpful for anyone reading this post. For instance a mod list, what mod manager you are using, your system OS, and what mod tools you have used to sort your load order.
So I used Tes5editor and it says smething about a XEZN Encounter Zone. Would you happen to know anything about it?
What modmanager or if you have got them from Workshop.
Have you removed or added mods during play etc.
Heres my Loadlist:
00. Skyrim.esm
01. Update.esm
03. Dawnguard.esm
02. HearthFires.esm
06. SkyUI.esp
07. spawners_killablechildren.esp
08. WARZONES- Civil Unrest.esp
09. ASX_Spells.esp
0A. DeadlyMutilation.esp
0B. FNIS.esp
0C. RaceMenuMorphsCBBE.esp
11. Hothtrooper44_ArmorCompilation.esp
04. Marriable Serana.esp
05. Marriable Serana HF.esp
0D. Immersive Weapons.esp
0E. Dunmeri Leaf Sword.esp
0F. Modern Brawl Bug Fix.esp
10. Hothtrooper44_Armor_Ecksstra.esp
I use nexus mod manager and all of the mods are from the nexus except the killable children, which is from the workshop
This one should be after
11. Hothtrooper44_ArmorCompilation.esp
This one.
10. Hothtrooper44_Armor_Ecksstra.esp
Since you dont have all DLC:s you cant use Usleep but you should consider to download and install this Unofficial patches.

Assuming that you have SKSE since you have SkyUi.
Did you make one SKSE.ini file and placed it in \Skyrim\data\skse\ ?
What skeleton do you use?
You seems to miss the esp for that one.
You should consider to add this one.

I know it's like 8 years later, but I just wanted to update anyone with this issue currently.
This method DID NOT work for me. Do not go through the hassle of figuring out load orders when it WILL NOT fix the issue. I've yet to figure out a solution and complete the Thieves' Guild quest.
A number of years ago the order those two mods needed to be in relation to each other reversed for some reason, and at a guess (because I can't remember exactly when it happened) this post was before that switch..... so reverse them and your load order should work.... provided nothing else is wrong of course.
