Speech sucks

No idea why Speech levels you up and thus scales up enemies.

If you could use bribery in combat to turn some enemies to fight by your side (especially lawless self-serving ones like bandits) that would justify having it increase your level.

I guess that would make it like lesser illusion and necromantic magic, but making use of your... honeyed words and gold rather than magika.
