Unless you mod it, they can only adopt nord kids. Same goes for everyone.

marriage in skyrim. charcters are chosen and you pick from those. you have to have amulet of mara wear it to bring up the ' are you interested in me' dialog, and have completed mara quests and speak to maramu, the guy. all at temple of mara in riften. kids are found throughout skyrim and you can choose 2 to adopt unless you have modded the game but need the heartfire add on i think, to do so.

unfortunately, interracial marriage is still strictly prohibited in skyrim.
khajiit-argonian hybrid pregnancies have happened, but they're rare and often come with complications.

Most of them can, though Argonians lay eggs so I don't think they can interbreed with any other race, except maybe the Tsaesci but we don't even know if they lay eggs, not all snakes do. There is a book that touches on the subject in the game and states that the child takes on the race of the mother, and there is at least one peice of evidence in Oblivion regarding the Grey Prince.

I do not think Nords will marry unhuman races...As for argonia...have you read the Lusty Argonia Maid ...
