Telrav bug?
So I'm on the road in the Rift, and meet "poor robbed merchant" Telrav. Having seen this scenario before with another character, I go right for his camp and kill his guys (actually two of the three, with a bow, before realizing the third one is non-hostile), then go back to talk to him.

As expected, he wants me to escort him to his camp, where his guys are supposed to attack me. The Elder Scrolls Wiki says that he should join in the fight, or that if I already killed them, he'll say "My men! You'll pay for this!" and attack.

However, the third guard left still sat there, non-hostile, and Telrav went back, saying "Stay here, I'll fetch your reward" (says nothing about him doing that on the Wiki?), walked all the way back, sat down like before, and says "good morning".

Dafuq? :P

Normally, you escort him to the camp, then he will say he is going for your reward. He will go up the trail a bit more, then turn and start shooting arrows at you from the ledge above the trail. At that time the bandits become hostile.
By going 'out of order' and killing some bandits before the quest begins, you may have broken the quest script. I believe the Unofficial patch fixes this.

If not, try looking on UESP wiki to find the quest stages, then complete using the console.
