Validating files doesn't care about any files other than the ones steam downloads for the game. It only looks for what's supposed to be there, doesn't care about what it doesn't know about, which is anything and everything other than what it put there.
Edit: images suggest missing textures, and load order is just begging for you to run LOOT.
It might be that your enblocal.ini (or some other ENB-related .ini) is pointing Skyrim.exe at some meshes or textures that were removed when you uninstalled it. I'll point Avrie at this thread, he seems to be the resident ENB expert.
Which ENB are you running now if any? Vivid tends to go boom if you load the wrong ENB, there is a whole seperate conflict list on the vivid site just to list which ones not to use. Also if you've changed things around over and over, you MIGHT have mixed up which .FX files from which preset are laying aroung the game folder ...
Might I suggest deleating the enbseries folder along with everything enbXXX... and XXX.FX. (from the game folder) Then do a clean re-installation of just the wrapper folder version of D3D9.dll, ENBlocal.ini, and ENBHelper.exe (of v0.308.) That would put you to a known state with the current binaries, and have you ready ready to install the new preset.
I've mixed my own stuff up ... It's not a bad idea toi sweep the cobwebs every now and then.
