"The man who cried wolf" bug.

I was trying to complete the stones of barenziah quest, but i need access to proudspire manor to get the last stone. I liiked it up and the questline to get the option to buy the manor starts with the quest "the man you cried wolf".

However i can't get the quest to trigger at all. When i enter the blue palace all of the people of the court are standing around the Jarl of Solitude, but Varnius doesn't show up att all. He is supposed to deliver the message of necromancers in Wolfskull cave from what i've seen on youtube videos and the wiki page.

I have tried the following;

Manually enabling the quest trough the console. ( "setstage MS06Start 15" and "setstage MS06Start 5" )

Travelling to wolfskull cave and killing every enemy there, but there were none that were related to the quest specifically. (used noclip to get the the ruins, killed everything there)

spoke with every NPC in the blue palace.

Done the first quest for the bards collage called "Tending the flames". This was speculated to hinder the "Man who cried wolf" quest. No luck.

Downloaded a bugfix-mod from Nexus. No luck.

Ok please understand that "reload an old save" is not an option. i have played 100+ hours on just one character, trying to collect everything basically. I tried to add a stone of barenziah to my inventory, did not solve anything.

The main problem seems to be Varnius not showing up. If you guys have had the same problem, how did you solve it? Whas it different from what everyone recommended?

Have you spoken to Falk Firebeard? Was your visit to the Blue Palace your FIRST visit? Going to Wolfskull cave and killing everything was NOT a good idea.

Have you tried just loading a save prior to entering the Blue Palace?

Reload from before killing everything at the cave and try killing Sybille Stentor instead. Also give these two pages a quick look and see if you did something earlier that may have caused a bug.
