Ask Adrienne's Dad, he will tell you about the city. DR is correct for Cloud district, High up in city nearest clouds.

Cloud District is the part of Whiterun that has Jorrvaskr, the Temple of Kynareth, and Dragonsreach. Put it this way: If you can hear Heimskr, you're in the Cloud District, or close to it.

I stand corrected. After checking this online, it turns out I was wrong, and that the Cloud District is just Dragonsreach. Thanks for correcting me.
