Cloud District is the part of Whiterun that has Jorrvaskr, the Temple of Kynareth, and Dragonsreach. Put it this way: If you can hear Heimskr, you're in the Cloud District, or close to it.

Jorrvaskr & Temple of Kynareth are Wind District, not Cloud District.

I stand corrected. After checking this online, it turns out I was wrong, and that the Cloud District is just Dragonsreach. Thanks for correcting me.
