It's the middle-east area, around Windhelm.

Neither. Just follow the road East from Whiterun, and you'll be there in no time. You can tell by the hot springs that you're there.

i found the hotsprings
This is roughly the area of Eastmarch I cut it slightly from above and aren't sure about the border on the bottom, but it's pretty much this area:

No, it is not a town. It is a region, an area, a 'Hold' in the game. Windhelm is the Hold capital. Whiterun is the Hold capital of Whiterun Hold.

Eastmarch is one of the confusing ones.. as it falls under Windhelm.
If you look on your map as said.. to the East of Whiterun.. or more SSe from Windhelm you see the area that looks like a swamp, but is hotsprings. You cant miss it when you get there.. because of course.. the hotsprings. :-)

The line between Eastmarch Hold and Whiterun Hold is slightly to the east of Valtheim Towers. The hold's southern edge is a little bit to the north of Shor's Edge, and it's northern border curves to the northeast of Windhelm, just barely on the edge of Windhelm. As to it's eastern border, that's part of the Skyrim/Morrowind border (specifically, Redoran territory, if I'm interpreting the map right).
