The Way Of The Voice bug?

Whenever I shout at Arengier with my "Fus" Shout, the quest does not advance.

Are you talking about the first dialogue, when you have to prove your Dragonborn? Or later, when you have to use the expanded version of the shout to show how quickly you learn? (In the latter case, you have to shout at images the other Greybeards summon.)
In the first case, I would use the standard IT solution: "Try switching it off and on again."

After I talk to him and he tells me to prove I am dragonborn. I will try what you said.

It did not work. After he tells me to shout at them, even if I do he keeps saying "Do not be afraid, your shout will not harm us."

You should hold the shout button little before you relese it.

Did you shout right at him? If need be, get right in his face.

Does he stagger?

Yes, and no.

After I shout at him all it says is "Arengier has resisted 'Fus'"

And before you shout, you got the task "Demonstrate your Unrelenting Force Shout"?

Still welcome, even after almost eight years. There is actual Necromancy in Skyrim AND in this forum, isn`t there?
