unless im forgetting about apossible way to increase mana cost through some debuffs/powers and so on.
check in the magic/powers section and there under active effects if you see those 4 times fortify destruction 25% effects really register there.
id wait a bit, maybe someone else had a similar issue or a better understanding what the problem might be... and gives advice.
Remove your characters clothing/enched jewellry manually in the inventory menu. Run around a bit then put your gear back on. Sometimes mods that may undress/redress (adult mods come to mind) your character may cause issues with enchanted gear when the mod re-equips them.
I had a similar issue with my archery damage despite very strong enchants on my gear. I did a quick un-equip re-equip and my OP gear was working as enchanted..
If all 4 were added together before the reduction was calculated then it would be 100%, but I think each 25% you add probably only reduces 25% from the total of the last reduction, which most likely makes it fall short of 100%.
thats how the reduction through skillpoints and perks works.
fortify magic school on items should just add up to a grand total.
if there arent any mods playing around with those things of course.
Example :-
spell cost 100m
Reducde cost by 25%
100m - 25% = 75m
Reduce cost by 25% again is
75m - 25% = 56.25m
Reduce cost by 25% again is
56.25m - 25% = 42.18m and so and so on.
also i dont use any modes or something else
i was using a console earlier: just spawning mobs and weapon, god mode
but after i downloaded my saves and continue playing
25% less from 75 is 56.25 then it becomes about 42, then about 30
It decrease by 25% of your current mana costs, not the original
The game sums all your enchants, then applies it. So 4 items that gives -25% reduction really mean you have 0 mana cost for this specific skill.
It's a fun build when you go Mage and Level Enchanting to 100, you can then spam Destruction for free (and spend your points on health instead of Mana).
^This is why you should NEVER use console cheats in any of your games. It will almost always break your saves. This goes for every game ever made, not just Skyrim.
