Wretched Abyss Bug ['Fixed']

It's blocking the exit out of Septimus's Outpost each time I give Lexicon to Septimus. I can't speak to it. So setstage and tcl are the only options, but I can't complete the quest after.

I tried:
  • leaving follower outside the outpost
  • verfiying game cache
  • removing mods
  • reinstalling
  • using USKP
  • loading previous saves

The only thing I found was this: http://elderscrolls.wikia.com/wiki/Discerning_the_Transmundane#Bugs

"If Dragonborn was installed and then uninstalled before meeting the Wretched Abyss, it might be impossible to interact with it, thus blocking the only exit and the entire game. Fix: Re-installing Dragonborn and loading a save from before the encounter, and the dialogue will proceed with the 'new' version of the Wretched Abyss."

However the page says that bug only happens on the Xbox.

I'm playing on pc. I also didn't/don't have any dlc's.

Downloading Dragonborn DLC from internet did the job.

Well, I could buy it on Steam but I don't have any money atm.
