Weird, moving, shakey shadows

I'm tryna improve my game graphically here but the ♥♥♥♥**ng shadows are really bad. They will sometimes be static and 5 seconds later do a shake like the objects casting them are being shaken.

They will also every few seconds ''dance'' or get pointy and edgy

I tried a solution that solved 80% of the edgyness, and about the same for the shaking, though it required raising the res. far above my vram amount and also decreasing its View Distance, so i would need to get really close to a building to see its shadow, for example.

Are there any mods or solutions for this? I'm using ''I can't believe its not an ENB'' but it doesn't seem to fix it
