This does not provide a tab, but there is a file in the download section that sorts the gems, thereby placing them all in the same place in your inventory (no scrolling up and down to find them).
It is, though, at heart, a texture replacer, but I use it in my game and happen to think that Gamwich's textures just look a lot surperior to the vanilla - that and the sorting sold me on using this mod (it's been in my game for over a thousand hours).
