If it is 144Hz...turn it down to 60.
Appears to be a resolution conflict issue that prevents the renderer from starting. With the few configurations I was able to start Skyrim with, part of the edges of the screen were out of view, which is very distracting and definitely far from optimal.
I tried to mess with the settings on Skyrim launhcer, my graphic card's settings GUI (AMD Radeon 7700 series) and even in Windows settings (display). Can't get it to work.
(If you have it) try it with fallout 3 and/or Fallout 4 to see if the same thing happens.
It could be among Bethesda games only?

I have a feeling that the driver updates you did somehow changed those settings?
only happened with Skyrim. and i think i found the problem. something seems to have gotten screwed up with my ENB since last i played. replaced files and edited them and now i don't seem to be having these issues
Just the smallest thing that changes with an ENB setting can screw up ALOT...words to live by
