kind of what I thought but do you have numbers by any chance ?
People tend to forget there are some high level enemies. For instance, if you steal Frost, then the quest giver initiates a random encounter. I've seen that enemy as high as level 134. He killed me with my cloth only setup in 3 hits on Legendary mode. I assumed he'd be low level, got lazy, got whacked. Reloaded, checked his level, got serious and paralyzed him. My character was ~119 at that time, hp was ~500(?).
Legendary Dragons will probably be what you want to look up, check wiki, or check one with console. Don't forget about NPC buffs and difficulty scaling. Base bite, wing, tail is listed as 200-300.

agree'd. Only the bow and 2 hander draugr hit hard, but they all have capped levels.

They level forever, so eventually, they (or another enemy without a level cap), will be the strongest thing you can find, more likely itll be Kaarstag, or the Ebony Warrior. Legendary Dragons max out at 75, Ebony warrior maxes out at, well 80, he stays at 80, all his difficulty is from the fact that the enchantments on his gear is insane,

Ebony Armor of Regeneration 43 38 2657 Health regenerates 40% faster.
Ebony Boots of Frost Suppression 16 7 977 Increases Frost Resistance by 50%.
Ebony Gauntlets of Extreme Wielding 16 7 1347 One-handed attacks do 35% more damage.
Ebony Helmet of Waterbreathing 21 10 850 Can swim underwater without drowning.

Also, him disarming you and your stuff goes soaring off the mountain, makes stuff quite a bit harder.
Karstaag actually caps out at 90, with Arngneir (Who holds the highest level in the vanilla game (with no DLC)) and Miraak both stopping at 150. The Forgemaster stops at 50, and Harkon at 60.
So yep, if were counting levels then either Miraak or Arngneir are the strongest (probably Miraak, since you DO have to fight him 3 times.), followed by Karstaag and then the Ebony Warrior, (and we cant forget about the lvl 75 dragon in the back).
But for physical damage/stats, Note: All lvls below are that NPC's max.
Miraak: Lvl: 150 / Magicka: 580 / Stamina: 470 / HP: 1220
Arngneir: Lvl: 150 / Magicka: 50 / Stamina: 1043 / HP: 1292
Ebony Warrior: lvl: 80 / Magicka: 250 / Stamina: 364 / HP: 2071
Legendary Dragon: lvl: 75 / same as below / HP: 4163
Serpentine Dragon: lvl: 58 / 50%,25% element resist, depends on type / HP: 3565
Alduin (since he can go to lvl 100): lvl: 100 / resists 50% all damage / HP: 2355

For anyone reading this and having a TL;DR moment:
Completely unarmored at adept difficulty you want to have at least 300 base health to survive an attack but it would be a good idea to bump that up to 500 to have a safety net for unexpected damage spikes.
If you decide to play on legendary difficulty triple those numbers (900 to 1500).
Edit: Spelling
Killmoves made against you will bypass your blocks, ignore the presense of your companions, require no wind-up, and may be triggered by their own power attacks.
A two-handed warrior could play a deadly game of Tag with you, and execute you at full health just like that - instead of taking 3-4 normal strikes to kill you.
Dragon bites in particular come with obscene amounts of single-hit damage, and stronger Dragons are very much capable of executing you at any unarmored health level on Legendary difficulty.
Against Dragons, your best chance in melee range is to either sprint to their side or to their tail, as Dragons do not have killmoves there and rarely bother to turn.
Even then, beware of quick shoves from their wings, powerful strikes from their tails, and be prepared to elude their bite with more sprinting.
Simply sprinting away might just have them give chase, unless you add considerable distance.
