In the console all skills are saved as Actor Values so you can change that easily enough.
For example if I wanted someone to gain more from using Light Armor by changing their Light Armor skill,
If I wanted to affect my character I'd type: "player.modav lightarmor xx"
(Where the x stands for whatever you want to change it by)
If I wanted to change an NPC I'd select them and type: "modav lightarmor xx"
This would work for any skill types, though it is worth noting that "Archery" is known as "marksman" in the console and "Speech" is "speechcraft".
Also to the above comment, if you want to change an NPC/followers level you would select them and type: "setlevel 1000 0 1 100"
That would then change the NPC to level from 1-100 with you, the 1000 refers to what percentage they level from you so 1000 (100.0) would mean they are exactly the same level as you.
if someone could test this, that'd be cool
EFF/IAFT or FLP that can be used whit EFF.
My self uses FLP alone and have all the things he needs.
