I just saved my game and made a backup, typed "~", then "prid 198BC": The game found her, and she was not marked for cleanup with "[D]"; so I then tried "player.moveto 198bc", was teleported to Thalmor Embassy, but she wasn't at my location, so I repeated command and found her. Everyone inside the embassy seems to be automatically hostile upon arrival.

Command lines are typed without quotes (").

But where in the embassy?

She was upstairs in a bedroom. For some reason the game originally placed me in the main lobby, then with her. Sorry, no xyz coords or anything, but the command moves us directly to her anyway.
