Ice below my feet

I have Ice looking stuff that looks like a dragon's face in a way below my feet everywhere I go while I'm playing in the game and it puts off smoke. Does anyone know is causeing this or what it is? Thank you

Stuck effect animations are nothing new. If you have Unofficial Skyrim Patch, or merged version (strongly recommended) then you can just head in to temple in Whiterun and use added shrine to remove them.

Other option would be to open console and type: player.DispelAllSpells. Note that this will dispel all magic effects, including ones in your gear. You will need to re-equip them.

Thank you, It isn't really not hurting the game play but just a little annoying with smoke following you everywhere.
