Possible Workaround:
SetAV is typically not persistent though. For instance, player.SetAV Carry Weight 1000, will add 1000 to your current possible value; however, if you load a save, it will revert to normal. The command would have to be re-issued. Note, I'm only talking about "Set".
Keep in mind some of these commads don't affect the save file, but gameplay files. The risks are worthy of respect.

Tips:
Research first, be methodical, save and backup.
One change at a time, test game, make sure no CTD's or other ill behaviors appear.
Revert to save files when in doubt.
Be very careful and specific with entries, one mistake can cause ill behaviors, even CTDs.
Do not exceed expected values.
Do not move characters to places that are off limits to them.
Do not "typically" trust teleporting. You may bypass a script load instance.
The cursor tends to select the wrong target, test target with a begign commad like "getlevel"
The game does not handle duped items well, particularly, do NOT do this:
1) Make a stack of potions.
2) Repeatedly dupe the stack from one container to another via console.
3) Use the potions, say a Fortify Enchanting potion.
4) Save game, then reload.
5) The game tends to recycle ID's, gets confused, then causes corruptions in save file.

modav is saved in-game.
setav gets reset at loading.
