Shot in the dark guess: it's Amazing Follower Tweaks' "Skill Synergy" setting.

Otherwise, list your mods.

IF you are using Zim's Immersive Artifacts and have the Galdur Amulet equipped, there's your answer. It causes you to "gain the skills of others" or something along the lines of that.

Another mod that does this, which is one I use, is https://www.nexusmods.com/skyrim/mods/24445/?
(linked instead of simply typing because of Steam censors and poor choice of mod name apparently)

That mod has an option, enabled by default, to get a random skill to level up whenever you complete a quest.
