you can find lots of Iron Ore in a bandit mine near Whiterun, the one where they have lots of Mammoths stuff. Steel Ore I don't even remeber if it exists, I fabricated Steel Ingot mixing Iron Ore and Corundum Ore.

I forgot already where I found Corundum Ore, I know I mined it in a lot of places in the World Map

Usually I don't like to give spoilers but since you asked. I lost lots of time in my last run searching for Ores and mining them.

Have you tried looking at the ground?

Iron ore can be found everywhere.

Iron ore is nearly everywhere. In mines, on the gorund ... just look for it. Steel on the other hand is not an ore as steel is an material made out of iron (in the game you mix it with corundum I think). That works similarely in RL too ;P

There's no such thing as Steel Ore, you need to combine Iron and Corundum in order to make it.

You can also buy both iron ore and corundum ore at pretty much any blacksmith in the game, and then use a smelter to turn them into steel ingots.
