added: Did you have any mods that added carriages to more cities and towns? could be a script from it
if it had scripts, and you made a save with it active that save and all others made from that save has the script as part of your save file, removing the script does not remove its scripts from your saves
I think there is a save file cleaner for skyrim, I know nothing about it and have never used it, you might want to check nexus though
Are you using a mod to block you from fast-traveling? If so maybe the mod is blocking the carriage as well.

You cannot remove any mod, not even the patch, without there being some data that's been permanently changed. Doing this repeatedly WILL damage your save and WILL eventually lead to it becoming corrupt and unusable. Bethesda's own developers have confirmed the only way to properly remove a mod is to load a save made BEFORE that mod was introduced into the game. If you started a new game with 10 mods installed, you're going to be stuck with those 10 forever."

Your options are:
1) continue with the mod in place (NOT an option if the mod is actively breaking or bugging the game)
2) load a save made before the removed mod was installed
3) start a new game
Pure mesh/texture replacment mods are safe to remove. So are mods using vanilla assets and vanilla spawns.
