I'm assuming you'd start this process with Alchemy skill at 100 and Enchanting at 100
1. make potions of Fortify Enchanting by using any two of these:
Ancestor Moth Wing, Blue Butterfly Wing, Chaurus Hunter Antennae, Spriggan Sap, Hagraven Claw, Snowberries, Spawn Ash
2. If you don't already know the Fortify Alchemy enchant, find an item that has it and disenchant it.
3. enchant four items, one each for head, hands, necklace, ring, with Fortify Alchemy.
4 Equip the items you just enchanted and brew another Fortify Enchanting. This one will be stronger than the first. (if it's not stronger, then you're probably done with this part)
5. Repeat steps 3 & 4 until the potions you make aren't getting any stronger
At this point you can make as many Fortify Enchanting potions as possible and use them when enchanting stuff and it should be as powerful as possible.

Another very useful potion to use after doing this will be Fortify Smithing with any two of:
Blisterwort, Glowing Mushroom. Sabre Cat Tooth, Spriggan Sap
Combined with Items (chest, neck, hands, ring) with the Fortify Smithing Enchant on them, will result in making some pretty good gear and, assuming you've got the right smithing perks, improving it a LOT better.
Im pretty sure there's a mod for unechanted robes. Im not sure.
I havent ever enchanted robes so I couldn't say for certain but very likely they could be stronger. It's worth trying (and I'm going to get some robes and try it when I've time just to find out)
I do know that armor improved using this can easily reach the damage reduction cap of 80%
and of course, disenchanting destroys the item

No you can't. Even if you have the perk that allows you to use two enchants on a single item, they both need to be done at the same time. Once an object is enchanted, you can't add anything else to it.
As it's been mentioned a few times now, you can't even enchant an item that already has an effect on it. So it's not going to be weaker, since you won't be able to replace the original enchantment anyway.
Free destruction spells will save you a lot of time and hassle.
