Report a translation problem
"If you talk to the two Skaal villagers discussing the disappearance of the village blacksmith before they have finished talking, you will be unable to interact with the male villager, Deor Woodcutter, thus making the quest unattainable.

I see the "10" is from the suggested level, but I'm lv56 so is that the problem? I did try typing 56 instead of 10.
There is something about completing a quest first called "At the Summit of Apochrypha" so checked a walkthrough video & I need to read a book to return there, but I don't have it? No where in my quest description does it say about reading a book nor do I remember how to get back to the location. All for some "Bend Will" shout.
As for the other quest and the shout, they're part of the main DB quest. Working on that will get you the shout and the books.
Explain in detail what is happening here, and post your load oder.
I just tried to hand in a quest & as I travelled the screen went black then the game froze which I had to close in task manager.
Nothing more to explain really. The name of the quest is there. I can't inititate dialogue. The person has a floating white arrow above his head just like Deor & just doesn't want to talk to me so I can't start the quest.
I'll post the load order if I can.

As to posting load order, just click on the 3 verticle dots in the upper right corner of LOOT screen, click on copy load order from the drop-down menu, and then paste.

Made before a lot of the safe modding practices were developed, this mod has an extreme number of ITMs that must be cleaned out with Tes5Edit, 281 as of the last version, and it also has no customization and some of the markers it adds are placed a little oddly and may require some fiddling to activate.
Atlas Map Markers has much better positioning of the markers, including more marker options and markers for more worldspaces, as well as being better put together and including a lot of customization for the player. Make sure you also grab the updated patch which introduces an MCM as well as some bug fixes."

What I meant above about the DLC being bugged was not the DLC itself as such but the fact that it is mainly that specific DLC that I am ecountering the most amount of bugs in. So from what you say it seems that which ever mods are the cause of the conflicts that I'm experiencing are creating the most problems there.
I'm thinking it would be easier to buy the game again & start from fresh ha.
It's really tough having to give up all that gameplay time, but look at it as an ultra extended test run. (And once you got your game up and running, and have well over a thousand hours play time - well, what's a few hundred hours here or there?)
