Report a translation problem
It's funny you mentioned hdt. I was using All in one kitty cat mod but since the file it so large and a pain to reinstall, I opted to use individual mods. I'm wondering if it related. Validating files through Steam did nothing either. I wish you luck, I'm going to have to deal with it soon enough myself again.
In looking at the post page for World Maps, the second stickied post (by Chesko) makes references to .ini setting that are automatically run, and that there is a short script that activates them. I wonder if it is possible that this is not running properly and therefore the appropriate settings are not taking effect, which could explain the problem with the map. You might want to take a look at that post:

Once that problem is fixed, try using A Quality World Map 8.4 - Classic instead

Am subscribing - really want to know what may be causing this issue, in case it (or something similar) crops up again in someone else's game.
I never have more than a hundred mods anyways so no patch is no problem.

That is how I got into this mess. Fresh install = looking for new mods = looking for a better preset. lol Considering I can't even remember what level I was when I stop playing a vanilla won't hurt to bad now.
