Report a translation problem
According to Aurthmoor. USLEEP is a BALANCE CHANGING PATCH. It doesn't actually fix many game breaking bugs. Because that's not it's scope.
There is a Unoffical Modder's patch. Which is very good. Also find the mods; "Crash fixes" and a mod called "Bug fixes."
IN ADDITION. INSTALLING ENB IS MANDITORY FOR ALL USERS EVEN NON MODDED GAMES. ESPECIALLY FOR SKYRIM 32 BIT. Check the S.T.E.P. Wiki for instructions, or Gamer Poets youtube video tutorials.
Looking over your load order. Nothing seems like it should cause a crash due to a missing master. Nor are you anywhere near the 255 ESP limit.
Do you use a mod manager such as LOOT, MOD ORGANIZER, WRYBASH, SMASH, TES EDIT, or NEXUS MOD MANAGER?
Such as, Frostfall requires Campfire. If Frostfall is installed but Campfire is not, you will likely CTD on boot.
For exampe. With frostfall your load order would look like this;

The order of manual install is important, and for practical puropses manual installs are not stable and not generally reccomended. Again, I reccomend following the S.T.E.P Wiki installation instructions, if you are having issues with a new installation.
If this is an old installation that worked last week. You messed with something in the load order, or you are subscribed to workshop mods directly and one may have been removed. Leading to instability.

As you can see. Some mods depend on other mods. Sexlab is a requirement for many of the mods that I run. So it is higher up on the list than all the others. Generally the mods that need to be highest are the mods that change the most. I have mods organized in a set of categories.
You will notice that the list I provided dosen't exactly follow the outline I have sugguested. Generally any load order will not. Because when you have everything set. You run LOOT to check your load order against a database of all known compatibilites. SOMETIMES IT WILL MOVE SOMETHING THAT HAS TO BE AT THE BOTTOM OF THE LIST. As the mod user, you will have to test this yourself, and use your own judgment. But LOOT is very very robust, and often will solve all problems for you by shifting some things around. It may tell you about ITM records, and Dirty Edits. These can usually be ignored. Unless you understand what those are.
If you added or removed a mod, mid save. The traditional wisdom is that THIS WILL BREAK YOUR SAVE. 100% OF THE TIME. MAYBE INSTANTLY MAYBE IN AN HOUR MAYBE IN 100 HOURS. OR MAYBE NEVER. It's never ever safe to install or remove mods mid game. Ever.
The ONLY exceptions are mods such as;
All other mods add math to the game. Math that you and I never see, and dosen't concern us. Unless we open the console and tell the game to add gold to our inventory, or spawn an NPC.
Markarth is NOTORIOUS for killing frame rate. It's poorly optimized, and can quickly eat all the VRAM the game can use. If you do not use a mod organizer. It may be best to change all settings to their lowest values in the game launcher. And then load up the save that is crashing. If it continues to crash, it's not an issue with memmory. It's a mod causing instability.
There are three ways to deal with this.
Modding Skyrim is extremely complicated at a glance. But there are tonnes of community resources avaliable. And the act of testing and modding itself is quite enjoyable for many. Most solutions can be arrived at with more reading, checking your notes, and logical thinking. Again. I will attept to provide guidence as I am able.
This is ABSOLUTELY WRONG. The main purpose of USLEEP and the Unofficial patches IS to fix bugs. Anything that changes balance or appearance IS NOT included unless it is or can be categorized as a bug.

"A comprehensive bugfixing mod for The Elder Scrolls V: Skyrim - Legendary Edition. The goal of the Unofficial Skyrim Legendary Edition Patch (aka USLEEP) is to eventually fix every bug with Skyrim and its 3 DLCs not officially resolved by the developers to the limits of the Creation Kit and community-developed tools, in one easy-to-install package."

Nope. Aurthmoor has themselves debunked this myth. Granted, I still think USLEEP is absolutely mandatory. But it's not actually a patch that fixes game engine bugs.
Helgen Reborn needs to remain unchecked until after the opening is complete and the bandits have taken over the town or things will be totally messed up.
XPMSE should come after Realistic Ragdolls (in fact, you should place it near the bottom of your load order). NOTHING should overwrite XPSME.
You also have conflicting wildlife mods and overlapping town and city mods.

As to posting load order, just click on the 3 verticle dots in the upper right corner of LOOT screen, click on copy load order from the drop-down menu, and then paste.
Loot will highlight in red any mod that is missing a master. It will indicate this as an error at the top.
As regards LOOT telling you to clean mods other than the Masters (Update.esm, Dawnguard.esm, Hearthfires.esm, Dragronborn.esm), DO NOT clean ITMs (unless the mod author or a reliable forum regular says otherwise) as LOOT does not pick up whether these edits (ITMs) are necessary or not, and some mods require them to run correctly. Do, however, clean deleted references, as these may cause problems in your game.
