Not all lights working

I'm not sure what's wrong. I've reinstalled skyrim, but alot of the lights like candles and torches are not lighting anything up. Also the nights are dark, but I'd like the torches and candles to work.

Any mods? Not all light sources imminate from thier supposed source. Actually very few do.
