Can't go to jail in Whiterun(Skyrim)

I killed some people on the road a while ago and I get arrested whenever I get near. However I enter this loop where I click "take me to jail" but it I don't go to jail and i have the dialogue option "what's the problem?". I have tried deleting a guard overhaul mod and looked for a certain file, nothing happens, I have also tried a new character, and the same problem persists. Bear in mind I only have this problem in Whiterun. What can I do to solve this problem, I have also verified game cache but again, nothing happens. I would like to leave re-downloading Skyrim as a last resort, since I will have to re-download all 57 mods. Thanks for any help.

I don't know much but maybe try disabling some mods then going on skyrim and trying to go to jail. It's a long process going through all 57 mods but that's all I can suggest.
