King Olaf's Verse
O, Olaf, our subjugator, the one-eyed betrayer;

So ends the story of Olaf the liar, a thief and a scoundrel we of Solitude commit to the fire. In Solitude bards train for their service, they also gather each year and burn a King who deserves it.
Eventually, Olaf One-Eye was forced from power, and that's what the festival is celebrating.
Since he was super popular he attracted a bunch of haters that tried to ruin his reputation. The dragon's skull is mounted above his throne, and Paarthurnax confirms that Olaf did keep Numinex in Dragonsreach.
I doubt they would let a bloodthirty tyrant chill in Sovngarde for eternity, or else Potema would probably be there. And Olaf is pretty nice when you actually meet him.

However Sovnguard does not think twise on letting Ulfric in.
