These sorts of issues come up when people dont have "time" to take "time" to read and determine if "installing mod cap" would even work for their ideal set up.
The npc's aren't T-posed. They're just standing there, doing the idle animation. I've tried spawning them near me, moving them towards me etc and they do nothing but stand there... sorry for not being detailed but that's honestly all there is to it. Please keep in mind it is just Whiterun and nowhere else as far as I know as I remember people walking around in Riverwood so this is really bizarre to me.
EDIT: So after walking around Whiterun a bit on my old character that's nearly 100% the game, I can tell you that it effects that save aswell. However, it showed me that I was slightly wrong with my problem. The people of WHITERUN itself are fine, they walk around and do their daily activities normally. I found out that it's JUST Dragonsreach that's the problem! I'm so confused...
But follow me here...
Assuming that you have mfg console (and you should), click in affected NPCs or surrounding area and take note of the mods altering the elements (lastBaseChange, lastRefChange...) Open the noted mods in TES5Edit or CK and try to delete anything unusual or unnecessary.
Afraid to toy arround with TES5Edit or messings with esp files? ok.
Mods that usually cause something like that are "Run for your lives" and/or rarely, Immersive Citizens, but just with a messed load order (IC is quite safe and well made). Try disabling their esp, if you have them.
You actually gave almost no information besides telling that you have 255 enabled mods.
SKSE? ...
Mod Organizer? NMM? (if not, consider using the first, your life will be easier and happier)
It never hurts to remember: there's no such a thing as "safely uninstalling a mod".
well for starters you could give helpful informations like load order for example or other stuff mentioned above. becase especially without load order its like fishing in the dark for the troubleshooting.
