They have tusks. Fangs are sharper, and designed more for puncturing and/or tearing food. Tusks emphasize the lower canine teeth which makes the tearing action more difficult. I'd have to do a spot of research to figure out what the evolutionary advantage of tusks is.

There is a book in ESO:Orsinium that is called "Orcs and Their Tusks" They have tusks.

Boars have tusks, they don't have to be the size of elephants.

Ok, did the spot of research I mentioned. Definitely tusks. Tusks protrude from the mouth when the mouth is closed, fangs are wholly enclosed within the mouth. Yes, that means sabertooth tigers had tusks :D

Fangs. There are only a few species in existence in the real world where fanglike bone in the mouth has been classified as a tusk rather then an tooth, most popular being the Walrus (the Horker is Skyrims version of a Walrus) things taken into account for classification are: Uses, length ect. in most cases tusks are used for fighting over females or food, and on occasion for defense, and are many times longer then other teeth.

Sabertooth Cats technically, completely unrelated to Tigers or Lions.
