Your computer is overheating.
It's normal. It appears during loading screens and the main menu.

Not sure why it hasn't happened before (assuming you've never used a mod that might change this). It is definitely normal for it to have smoke though.

It's getting high.....lol....Don't mind my sense of humor but the smoke your experiencing could be anything but overheating comp. Do you smell your comp or see something weird coming out of the back of your comp? If not not, run a quick diagnostics on your comp to see if anything is out of sync anywhere and everything is working alright, or if something has stopped working altogether. Just use your comp diagnostics to find out if the problem with the "smoke" still exists. If it's the smoke in the game, check your enb and see if their are any fires near, if its in the intro or scene changing, Verify your files just to be carefful.

I think people are misunderstanding what OP is asking. They are not talking about actual smoke, but the loading screen fog/smoke effect that appears on the main menu and on loading screens.

That's exactly why I gave him those options including the Verify Files. Anything could be happeneing. That's what Ryuma wrote, that's what I replied to.

What I failed to mention to him was that it was part of the game.

Guys, im not completely retarded. I have like 300 Hours on my ps3 and it was normal then.
But on my PC-Version it never happened, so i was like what could have changed?
That is why i am here. Did not download any mods or anything, weird.

Ive always had smoke on the screen that had no other picture. Usually very short loads like doors.

I agree. The game has two kinds of loading screens, and both of them show smoke. The one where it shows a rotateble item and some text is the loading screen used when loading a game and fast-traveling, and this one shows smoke in the background. The other one, the one that just shows smoke, is the used when going inside/outside or between levels in a dungeon. For the main menu, you probable just never noticed it before, as the game's logo blocks much of it. As for the loading screens, you can zoom in on those, and you might have had it zoomed in so much that you just didn't see the smoke.
