But top end spells require you to do the spell quests for the merchant, with faralda it's taking a book to various points in skyrim and hitting them with appropriate spell (fire spell, lightning spell, etc).
For top end Illusion spells you need to find four illusary books[/spoiler},] get a dagger and get heart scales off a dragon.
That's not true at all, you only need to have enough skill points. The perks are irrelevant when it comes to buying the spells.

This is also false. Expert spells only require a skill level of 65.
Master spells require you to complete the ritual, which can be done at a skill level of 90. Faralda's dialogue (incorrectly) states a skill of 100. It is still 90, and this bug is fixed by the unofficial patch.
Er, not exactly. NPCs don't discuss skill points.
You can use commands to add the spells, but that might cause glitches (not sure but it might, or might not). So perhaps the best way around is to use player.additem to add the spell books, and read them.
Player.additem is pretty much proven to be glitch free, so that would be safest way.
