NPC's Wont Talk // No Voices at All - FIXED
So I've searched the internet for all the possible ways to simply fix this bloody issues, everything from (not in this order):
Ini tweaks and resets.
Reinstalling - deleating - and complete reinstall and download of the game aka. deleateing the files from the steam files and not from steam itself.
verifying the cashe and files.

Anything i could possibly do.

Now the actual problem -
So when i start the game when it was modded i was able to hear everything, music, effects, footsteps. you name it and i was most likely to hear it. after a hour of exploration i walked into dragon bridge and everyone was silent, music n all still playing but whenever i attempted to speak to someone no one would. i put subtitles on. the flash and then the convo would continue. no lip sync either, they blankly stare at me as if i murdered the high king or something.

So i deleted all my mods and started fresh. nothing modding no workshop or nexus mods. checked the files over and nothing just good ol' vinilla.

The ride to helgen is creepy as♥♥♥♥♥♥when no one speaks and no one screams when a bloody dragon comes down to kill people.

So. if you can fix this issue i deem you god because nothing has worked so far...

Btw. I have no mods active or installed. so. yeah. also i downloaded enderall a while back but, well the INI files are fixed.

EDIT: So if you have this problem just delete your "Documents/Skyrim" folder and should fix it.

my first guess would verify integrity of steam files in the games "properties" menu

do you have your game installed on anything other than the normal C: drive?

Also enderal has quit some bugs reports and the last update is nearly a year ago but we have to count on some bugs when modding.

Did u also delete the .ini file bevor reinstalling. Maybe u did have some mod conflicts npc overhauls/replacers sound/musik mods or wrong load order

All my files are on C: drive.
I deleted INI redownloaded the INI and delted the game several times.
Also Kyung-Soon. No idea what your talking about.

Also if u make a fresh isntall and want start mod ur game u can read some rly good info on
http://wiki.step-project.com/Main_Page mainly the .ini/enb settings (beath.ini) rest is a matter of taste (the mods) and here some neet guide for modding itself

And u still got the sound bug problem ?? after the fresh install??

Also set up ur game on a another drive (of course best is an ssd) and dont use the /program(x64)) file order i install just in /Skyrim

OHh also u got rid of every file ... my documents/skyrim and installed tools like loot or NNM MO
tesVedit canceld steam workshop abbos. an make a search in :C with the text Skyrim and look under instalation if ther ar still thing that has to do with it and deinstall them. closed and restart steam maybe Win itself mhhh may start another game (mayabe its a sound card driver bug and u need a update/reinstall the driver.) its just an idea

Sound Drivers Fine. All sound works except voices.
Ive restarted steam. Deactived all mods, and uninstalled them. Verifyed Files, Turn on and off my computer several times....

I have tried everything possible.

Yeah. Im going to completely wipe eveything in "Documents/My Games/Skyrim" and in "CommonApps/Skyrim" aswell. I may of been a idiot last night and not deleted the files inside the Documents folder, and if thats the problem then... Just face plant my desk tbh,
