Scoundrel's Folly Gulum-Ei Glitch [SOLVED]

I'm suppose to Shadow him and see where he goes so I can blackmail him, but once he leaves the gates of Solitude, he seems to just stand there and do nothing. I tried reloading the save, pushing him a little, even use Unreleting Force (which only made him hostile and gave me a bounty). Nothing seems to work and he always stands in that same spot when I reloaded the save right before he leaves Solitude. Is there a console command or a bug fix I can use?

Note: I have Unofficial Skyrim Patch Legendary Edition.

Solution: I removed a mod that changed the layout of the docks, which is where he goes.

Sounds like a navmesh error from a mod. Try this...

proceed to Brinewater Grotto to the room with 3 switches and use the same code (prid 000198B7 followed by moveto player) or try loading a game few times again. Do not try talking to him elsewhere before this point, as it will glitch the quest completion.

So do I simply try to sneak past him and head to Brinewater Grotto?

I actually figured out what mod caused the issue and removed it. It works again.

Just wait for one or two hours when he is stuck at the docks. Quest should continue.

i just used fush roh da, on him, after he get ups, he will countinue its way
